Government offices in South Sudan hold records that citizens and the state depend on: payroll, revenue and budget data, registration records, correspondence and project files. Much of this information now lives on computers and servers. Power cuts, equipment failure, fire, flooding, theft, ransomware or a simple accidental deletion can destroy years of work in minutes. A clear backup and disaster recovery plan means records can be restored and services can continue.

Backup and Disaster Recovery: What Is the Difference?

Backup is making copies of data so it can be restored if lost. Disaster recovery (DR) is the wider plan for getting systems and services running again after a serious incident, including where they will run, who does what and in which order. An office needs both.

Common Risks for Government Offices

  • Important files kept only on one desktop computer or laptop.
  • Servers without UPS protection, damaged by power surges and frequent outages.
  • Backups on a USB drive kept in the same room as the server.
  • Backups that have never been tested, and fail when needed.
  • Ransomware that encrypts both the server and connected backup drives.
  • Knowledge held by one IT officer, with no written procedure.

Steps to Build a Practical Backup and DR Plan

Step 1: Identify critical data and systems

List what the office cannot work without: payroll and finance systems, registries, email and shared documents. For each, decide how much data you can afford to lose (for example one day) and how quickly it must be back.

Step 2: Follow the 3-2-1 rule

Keep at least three copies of important data, on two different types of storage, with one copy in a different location. That off-site copy can be at another government building or in a secure cloud service, in line with your institution’s data policies.

Step 3: Protect backups from ransomware

Keep at least one copy that is offline or immutable, meaning it cannot be changed or deleted by an attacker who gets into the network. Use separate administrator accounts for the backup system, protected with multi-factor authentication.

Step 4: Protect power and equipment

Use suitable UPS units for servers, storage and network equipment, and consider solar or generator support where power is unreliable. Keep the server room secure, cool and dry.

Step 5: Use cloud services where they fit

Moving email and documents to services such as Microsoft 365 reduces the amount of data that depends on a single local server. Cloud data still needs a backup and retention plan, but it removes many local risks.

Step 6: Test restores regularly

A backup is only useful if it can be restored. Test restoring files and full systems on a schedule, and record the results.

Step 7: Write it down and share responsibilities

Document where backups are, how to restore them, who to call and in what order systems should be recovered. Train at least two people, so recovery does not depend on one person.

Quick Backup and DR Checklist

  • Critical systems and data listed with recovery priorities
  • 3-2-1 backups in place, including an off-site copy
  • At least one offline or immutable backup
  • UPS and power protection for servers and network
  • Email and documents moved to secure cloud services where suitable
  • Restore tests done and recorded regularly
  • Written DR plan with at least two trained staff
